Architectural design studio: designing for a purpose

The following article features a design studio (taller) at the University of Chile, Faculty of Architecture and Urbanism, led by Orlando Sepulveda (7th semester architecture students). 

The studio focuses on a significant and poorer district in Santiago, so significant in fact that one of its landmarks, Zanjón de la Aguada—a canal formally known for its industrial and organic waste pollution—had the unfortunate capacity to conjure inhospitable images of misery, crime and industrial decay, images that have negatively shaped the perception of that part of the city. Fortunately but slowly, these perceptions are fading away as something of the past. Most recently, the news that the Metro (Santiago´s underground) will open a station in heart of this district and the completion of the Parque La Aguada, part of the Bicentenary Projects (an extensive new flooding park running along the Zanjón de la Aguada canal), may put a definitive end to the stigma attached to the area and hopefully will positively impact on the entire city. A question arises as to how the improvements brought by these large urban interventions can be sustainable over time and ensure the best possible results for the district and for the enjoyment of the existing population.

Orlando Sepulveda and his team approached the local Municipality (Municipalidad Pedro Aguirre Cerda) and with their guidance and professional assistance the students have developed their proposals. To arrive at these proposals the students have made a characterisation of the area, identifying problems and opportunities, while also incorporating those improvements that are already taking place—the projected Metro station and the park along the Zanjón de la Aguada canal (running across eight municipalities). One of the objectives of this exercise is to offer the Municipality an innovative and contemporary set of options that will contribute to the development of a master-plan for the future, one that considers the complexity, diversity and the industrious memory of the district and its inhabitants. This master plan may counterbalance the typical, rather single layered commercial urban development that tends to be insensitive to social and urban concerns and, whether by design or default, displace the existing inhabitants from their neighbourhoods and from participating and enjoying the resulting improvement in amenity.

Participants to this design studio are fully aware of the mostly positive impacts that a new Metro station will have in the area: added services, connectivity, commercial opportunities and improved housing stock. Yet, minimising the detrimental impacts such as loss of open spaces, the dominance of cars and displacement of existing populations, while ensuring quality of the urban space are some of the students’ goals. The students’ proposals shown here, work in at least two scales (urban and neighbourhood) with many also studying architectural options. These also consider aspects such as the integration of various housing typologies, integration of services, open space and recreation. These various housing typologies offer choice not only in terms of style and sizes, but in terms of affordability—most important when trying to attract middle income populations while accommodating existing population in improved housing within the area.[1]  Some proposals also incorporate existing infrastructure, such as obsolete industrial buildings, recycled for new uses that not only reuse materials and minimise the environmental impact, but maintain part of the familiar historical references and linking old and new generations.

A master-plan such as this, that positions the social as the basis of the study, may inform the developers decisions and broadening the definition of urban sustainability to balance the social with the economic and environmental—a noble aspiration that can be achieved by working with the cooperation of multiple players (community, university, government and industry).

As for me, as a guest crit to this architectural studio (taller), I enjoyed and valued the creativity and talent displayed in these proposals. These studios stimulate creativity by placing the necessary boundaries and ‘unimaginable’ difficulties that only real social and urban regeneration projects can ever pose. The results are more often than not, meaningful and purposeful for the students and as in this case, for the city as a whole.

COMUNA DE PEDRO AGUIRRE CERDA

A.- PRIMERA PARTE: PROPUESTA DE SECCIONAL UBICADO EN ZONA NORTE DE LA COMUNA

1.- Objetivos y descripción del tema

1.1.- En esta oportunidad el Taller ha tomado contacto con la Municipalidad de Pedro Aguirre Cerda quien a través de su Dirección de Obras Municipales han manifestado su intención de establecer un convenio de colaboración con nuestra Facultad y específicamente nuestro Taller, con el objeto de analizar las diferentes potencialidades y situaciones conflictivas que se manifiestan en su territorio y específicamente en su área norte, para concluir en un diagnóstico y orientaciones que reformulen su actual condición, obteniendo de ello propuestas concretas que actualicen y revitalicen un borde periférico con el centro de la ciudad, hoy carente de imagen y destino, iniciativa que a su vez representa una de las maneras con que nuestra Facultad intenta contribuir en conjunto con los gobiernos locales o instituciones ad-hoc del medio externo, a recuperar ciertos sectores en deterioro que se sitúan en el anillo que rodea al centro de la ciudad de Santiago, propiciando su densificación y uso residencial.

1.2.- Consecuente con esta iniciativa se plantea la propuesta de un estudio en la mencionada zona norte, la que limita con la Municipalidad de Santiago por el costado norte y oriente. Por el sur, y dentro de su territorio, con las poblaciones Alessandri, La Feria, Numancia, San Joaquín Poniente, y terminando hacia el Poniente por el eje de la Avenida Carlos Valdovinos, con el ex Matadero Lo Valledor y la salida de la Autopista del Sol.

1.3.-.Para el Municipio existen varias razones que hacen necesario el estudio en comento, ellos son:
a) las poblaciones El Carmelo y El Mirador forman parte del área más antigua de la comuna y en donde se concentra un desarrollo urbano carenciado, a orillas del antiguo cauce del Zanjón de la Aguada, en un terreno con bastante relleno y con alto porcentaje de precariedad habitacional y poca claridad en la tenencia de la propiedad. Allí se presenta una tipología de fachada continua, de un piso, estructurada con adobe y quincha, la que se ubica en predios angostos y profundos. Al mismo tiempo en este sector se desarrolla una casi exclusiva zona con destino mixto, industria inofensiva y también residencial. Esta caracterización de los orígenes de la zona establecen una prioridad para el municipio, por cuanto le permitirá regularizar el desarrollo habitacional del sector, permitiéndole ofrecer alternativas de solución a sus residentes, y a su vez, compatibilizando con la actividad económica que también se ha ido consolidando a través del tiempo en el lugar, cuestión importante de considerar y respetar por ser también prioritarios para el desarrollo territorial del sector.
b) Otros aspectos relevantes lo constituyen una diversidad de iniciativas y proyectos en ejecución o por ejecutar, tanto privados como públicos, y de los cuales también se hace necesario analizar como alternativas de desarrollo para el sector..Ellos en resumen son :
- modificación de la nueva línea 6 del Metro de Santiago
- la construcción del Parque Inundable La Aguada
- el proyecto institucional Servicio Médico Legal
- el proyecto Centro de Abastecimiento Lo Valledor Norte
- la autopista Costanera Central
- la cuarta línea férrea de Ferrocarriles del Estado
- el Plan Regulador Comunal
1.4.- La posibilidad de trabajo en conjunto Municipio/Universidad permitirá obtener beneficios mutuos tanto para el gobierno local que necesita urgentemente poder contar con los estudios descritos, como asimismo para el Taller y nuestra Facultad, que ven así la posibilidad de desarrollar por medio de ejercicios académicos, propuestas urbanas y arquitectónicas con elementos de la realidad contingente en el ámbito de un medio social carente de recursos y que requiere ser urgentemente atendido ante la falta de identidad y la evidencia de contar con claros síntomas de deterioro urbano.

2.- Desarrollo de la propuesta urbana

2.1.- Generalidades y deslindes del área a intervenir
Sobre la base del supuesto de que entorno al centro de la ciudad de Santiago existen áreas cercanas a él provistas de buena infraestructura, servicios y equipamiento que ha sufrido gradualmente un proceso de deterioro físico, funcional, formal y ambiental; se pretende efectuar una acción de recuperación de ellas en cuanto a lugares de habitar tomando en cuenta sus aspectos cualitativos y tratando de superar sus aspectos negativos.
Una de esas áreas es la situada al norte de la comuna Pedro Aguirre Cerda, y que se describe en el punto 1.2.- precedente. Este enfrenta por el norte al Zanjón de la Aguada, área urbanizada que data de principios del siglo XX (1926) respondiendo en dicha época a la trama de una ciudad en pleno proceso de crecimiento, y que en dicho período ya completaba hacia el norte una extensa área definida por deslindes regulares claramente delimitados. Para nuestro caso el terreno se constituía en la única área urbanizada al borde sur del Zanjón comentado, ello explica su clara continuidad con el trazado vial de la ciudad histórica, la que luego se pierde al continuar el proceso de urbanización y loteo contiguos a la Gran Avenida y el Llano Subercaseaux.
